North Hills Man Charged with Animal Neglect

James Howard of North Hills has been charged with animal neglect by the Los Angeles City Attorney's office.  He is scheduled to be arraigned on May 6 following the discovery of more than a hundred cats at his home.   The Los Angeles City Attorney's office have charged Howard with 46 counts of animal neglect and one count of operating a shelter without a permit.  

Police had obtained a warrant to search the home after receiving a tip.  They found 103 cats in around Howard's motor home, they also found sevel dead animals in Howard's freezer.  

The cats have been taken to a local shelter for examination and treatment.
