James Howard of North Hills has been charged with animal neglect by the Los Angeles City Attorney's office. He is scheduled to be arraigned on May 6 following the discovery of more than a hundred cats at his home. The Los Angeles City Attorney's office have charged Howard with 46 counts of animal neglect and one count of operating a shelter without a permit.
Police had obtained a warrant to search the home after receiving a tip. They found 103 cats in around Howard's motor home, they also found sevel dead animals in Howard's freezer.The cats have been taken to a local shelter for examination and treatment.
